Gasping Punjab aircraft engg college in its last lap

Patiala: It started with a bang but will end with a whimper. For the last 30 years, the Punjab Aircraft Maintenance Engineering College (PAMEC) in Patiala, that shares its premises with the famed aviation club, has enjoyed a pride of place in India. Its students brought laurels to the college each year after landing attractive jobs in MNCs.
However, with the Directorate General Civil Aviation (DGCA) having refused to lend approval to the college under the Civil Aviation Regulation (CAR) amendment, the college’s glorious past may end when the current batch of 22 young engineers graduate next year.
The PAMEC has not undertaken admissions for the last two years ever since the DGCA, in 2008, made it mandatory for every aircraft, maintenance and engineering (AME) training institute in India to cover the scope of complete mechanical stream which includes – light airframe, piston engine, heavy aircraft and jet engine.
A two-member team from the DGCA, which has thrice visited the Patiala college, had listed several discrepancies in its surveillance inspection carried out in July last year and June this year.
The list included – inconsistencies in the training manual, requirement for life jackets and dinghies for demonstration purpose and a heavy aircraft.
However, a compliance report by the college dated June 24 this year, a copy of which is with The Times of India, says that the college authorities have ironed out all discrepancies except one, which is the non-availability of a serviceable pressurized heavy aircraft fitted with a jet engine.
The DGCA is yet to reply to the report.

  1. The college authority may make a servicable jet aircraft, heavy & pressurised available under contactual arrangement with an operator. This should satisfy DGCA.Or the students may get the OJT & required system experience from other Operators under agreement.
This is followed in many ICAO contracting states.
